PROJECT DESCRIPTION:
Iftiin Foundation is implementing a youth wellness and economic development intervention in Kismayo. There are currently two job openings. Iftiin Foundation is currently recruiting for a Program Manager and a Finance Officer.
Program Manager Terms of Reference
TERMS OF REFERENCE
Title of Position: Programme Manager
Core Functions / Responsibilities:
- Responsible for overall project supervision and leadership, as well as government relations and accountability
- Support the implementation of activities designed to support the government and other stakeholders in the project
- Assist in initiating dialogue and sensitization workshops
- Support the implementation of strategic communications’ activities aimed at awareness-raising and information sharing.
- Oversee implementation of community development initiatives including quick impact projects and infrastructure development.
- Support the implementation of training for youth
- Liaise and act as the focal point with relevant government authorities/counterparts, partners and other implementing partners as necessary.
- Assist in identifying programme gaps, developing programmatic interventions, and ensuring partner support.
- Coordinate and administer budgets in line with project deliverables and donor requirements.
- Prepare timely and regular programme reports/updates in line with donor requirements.
- Prepare activity plans for activity implementation.
- Prepare reports.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Degree in Business, Management, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience.
Experience
- Experience coordinating multiple projects simultaneously;
- Experience coordinating information-sharing, sensitization, or awareness-raising activities within a community;
- Project experience related to one or more of the following topics: reintegration, capacity building, community-led recovery, and conflict mitigation.
- Prior experience working with vulnerable groups in a highly complex conflict area
- Experience working with various stakeholders including UN agencies, NGOs, government, and donors;
- Thorough knowledge of Somalia, including socioeconomic and political context.
- Languages Fluency in English is required

Finance Officer Terms of Reference
The Finance Officer will assist in all financial matters relating to implementation of the
project. S/he will be mainly responsible for preparing financial progress reports, project account, financial management, Statement of Expenditures and other related financial reports as required by the donors
and Iftiin Foundation. The Finance Officer will work with Iftiin Foundation and the Project Program Manager in reviewing the budget.
The Finance Officer main responsibilities include:
- Preparation of all the documentation and oversee the entering of transactions.
- Monitor financial disbursements and all administrative procedures in line with donor and lead agency requirements; this will include being trained and becoming proficient on the financial management procedures.
- Work closely with staff to ensure the audited Financial Statements reflect project activities;
- Work with staff to ensure financial documents meet the reporting
requirements of both the project management and the donor; - Ensure the timeliness of required financial reports to the donor on a regular
basis; - Attend and participate in project meetings and give input to financial related matters;
- Assist in the planning and budgeting for the project program, taking the lead role in
the financial plan and budgets and ensuring that the assumptions, parameters,
guidelines and policies in planning are complied with; and - Review and monitor project performance and make recommendations to improve performance in relation to Financial Management.
